New Predatory Home Buying Rules in Seattle

Recently, the city of Seattle adopted Ordinance 127292 (effective October 18, 2025) which establishes consumer protections for homeowners targeted by unsolicited offers to purchase residential property. This legislation is a response to the growing prevalence of predatory home-buying practices that disproportionately affect vulnerable homeowners-particularly seniors, those facing financial distress, and communities of color.

While the ordinance and its disclosure requirements do not apply to licensed real estate agents/brokers, predatory home-buying practices are active in our market.  Further, you should still observe good practice, counsel your clients on appraisal and fair-value considerations and be mindful of your duties under other laws.
